City Buys Day Labor Parcel from Caltrans

Eileen Garcia, a Laguna Beach resident and vocal opponent of the day labor site, who discovered Caltrans owned the property, urged council members to vote against the measure. She accused the city manager of defending the rights of undocumented workers. Garcia also contended Frank's recommendation to buy the land was an apparent conflictof interest since his wife is a board member of the Cross Cultural Coalition, which staffs the hiring center.

the city of Laguna Beach found out that CalTtrans was planning on selling the property, it threatened to down zone the property so it would have a designation of open space. With an open space zoning designation, the day labor center could continue its operations at the site.

Labor site sale delayed

Betsy's Comment: The public is not aware of all the details of this land sale. I continue to get emails and calls from people saying they would buy this land for $18,000 in a heartbeat. I would, too, if I could. But, by the city threatening to zone it as "open space" it limits the bidders to other government agencies, such as county parks or other cities. The parks department have told me the land has been so beaten down by all the truck and foot traffic that it would be almost impossible to restore it to wilderness. The state already owns it, so that only leaves the city of Laguna Beach to bid on it. The public is NOT allowed to bid on this land. This is what's called "discriminatory zoning" and it's illegal.

Betsy's Comment: This story continues to baffle me. Although I was not living in Laguna Beach in the 1990s, I continue to hear stories that the great fire was started by an illegal at a migrant camp. Considering that Ken Frank, city manager, has announced that there are migrant camps even today in our hills and canyons, that more police or elected officials would take notice.

Betsy's Comment: Laguna Beach's St. Mary's Episcopal church is deeply involved with the day labor site. At one time all the cash coming from the DLS went through their church and the books were kept there. Also keep in mind that John McCain is Episcopalian. They believe illegal immigration is God's will.
